The staff has been reduced by nine
European frincipal Officers on contract and six Principal Warders (locally appointed) and one Chief Wardor and one Disciplinary Officer (locally appointed) have been appointed to replace them. There is a reduction of five Warders as a result of changes in establishment in the Chinoso and Portugueso temporary staff, who are still taking the place of Indian Warders who have not yet returned. The not roduction in Personal Emoluments is $79,852.
Other Charges
There has been an increase of $15,000 on the sub-head Cleansing and Sanitary Materials, $40,000 on Clothing and Shocs for Staff, $66,000 on clothing for Prisoners, $8,000 on Material for Industries, $6,000 on Materials for Repairs and Renewals and $800 on Prisoners' Earnings. Those votos wore proviously under-estimated and the daily average of the prison population has increased by 300 during the year. A Reformatory has been opened and repairs to the Prison for female prisoners will shortly be completed.
For the above reasons an increase of $77,800 on the Fuel, Light and Power sub-head over the previous combined vote will also be necessary. This vote was
under-estimated during the present year. There is an increase of $550,000 under the sub-head Subsistence of Prisoners. This is partly due to the increase in the prison population but chiefly to the provision of a revised diet which costs $1.439 a head as compared with 70 Cents for the old dict. The previous diet was considered by the Medical Authorities to bo quite inadequate.
There is a reduction of $5,000 on the
sub-head Arms and Ammunition and $10,600 on Travelling Exponses as compared with the previous combined voto. Books and Publications and the Upkeep of Motor Vehicles (835,000) have been provided
for departmentally. The net increase on Other Charges is $678,090.

There is a total increase of $1,855,548. Although the provision required to bring the redemption position up to date has not been repeated, a token sum of six million dollars has been provided for interest and redemption on the proposed new loan.
